Download any free fulfillment RFP template and you will find sections covering domestic carrier rates, warehouse location preferences, returns processing workflows and monthly volume forecasts. These templates were designed for US-domestic or EU-domestic logistics where customs clearance is nonexistent, international transit is irrelevant, and the provider's operating calendar matches yours.
Cross-border ecommerce fulfillment from China requires an entirely different question set. You need to evaluate export declaration capabilities, first-leg transport integration between factory and warehouse, destination-country clearance infrastructure, multi-platform connectivity, and capacity planning around Chinese national holidays that do not appear on Western calendars. A standard RFP sent to a China-origin 3PL will produce incomplete responses because the questions themselves are misaligned. This article provides a ten-section RFP framework adapted specifically for cross-border evaluation, complete with a weighted scoring model, a timeline accounting for Chinese holiday disruptions, and a contract terms checklist addressing currency, duty and data compliance risks unique to international fulfillment.
Structure your RFP around these ten sections, each with questions tailored to China-origin operations.
Request founding year, international logistics experience, warehouse square meterage, facility locations and annual throughput. Ask for copies of NVOCC filing, MOFCOM freight forwarder registration, AAA credit certification and association memberships. Inquire about export declaration processes, customs codes used, pre-export quality inspection capabilities and discrepancy reporting procedures.
This section has no domestic RFP equivalent. Ask how goods move from factory to warehouse: Does the provider offer pickup from manufacturing hubs? How many receiving nodes exist across production regions? What is typical domestic transit time from factory to shelf? Understanding first-leg integration prevents gaps that add days to replenishment cycles.
Request pick accuracy rates with explicit denominators (per order line, not per order). Ask about daily dispatch cutoff times in China Standard Time, same-day tracking upload confirmation, packing station photo documentation and barcode verification workflows. Inquire about WMS capabilities including real-time inventory visibility and lot tracking. Request recent audit reports.
Ask whether the provider operates self-owned overseas warehouses and in which locations. Are clearance teams employees or subcontractors? Which countries do they cover? Inquire about DDP availability and duty prepayment handling. For US-bound sellers, ask about post-de-minimis entry procedures following the 2026 suspension of the $800 exemption. For EU-bound sellers, inquire about IOSS support and €3 per-item (customs declaration line) charge handling. See our analysis of American de minimis policy shifts and the European €3 per-item duty.
List every sales channel you use or plan to add. Ask which platforms are supported natively versus via middleware. Request details on order sync latency, inventory writeback frequency and tracking automation. If selling on TikTok Shop, ask about compliance with the two-business-day carrier scan requirement. Separately, ask how the provider manages capacity during Chinese New Year (typically January–February) and National Day Golden Week (October 1–7). Request historical dispatch data during holidays, staffing contingency plans and buffer stock recommendations.
Request a complete fee schedule covering receiving, storage, pick-and-pack, packaging, carrier rates, export declaration, international transit, import clearance and surcharges. Ask specifically about peak season, remote area, relabeling and currency fluctuation charges. Require all-in pricing or explicit exclusions. Separately, request written SLA commitments for response and resolution times, escalation paths above the account manager, available communication channels and language capabilities.
Request at least two client references operating similar business models in your target markets. Ask for case studies demonstrating cross-border capability. Verify references independently rather than relying solely on provided testimonials.
Standard RFP scoring allocates weight across price, service quality, technology and references. For cross-border evaluation, add "Cross-Border Capability" as an independent scoring dimension carrying 15–20% of total weight.
| Scoring Dimension | Suggested Weight | Key Evaluation Points |
|---|---|---|
| Price and Fee Transparency | 20% | All-in pricing, surcharge disclosure, no hidden minimums |
| Operational Quality | 20% | Pick accuracy per order line, dispatch cutoff, SLA commitments |
| Cross-Border Capability | 15–20% | Export credentials, first-leg integration, destination clearance, holiday planning |
| Technology and Platform Fit | 15% | Multi-platform support, inventory sync, tracking automation |
| Infrastructure and Scale | 15% | Warehouse network size, overseas facilities, carrier channel breadth |
| References and Track Record | 10–15% | Verified client outcomes, years of experience, relevant case studies |
Within the Cross-Border Capability dimension, sub-score export compliance (30%), destination clearance (30%), first-leg integration (20%) and holiday capacity management (20%). Cross-border failures most commonly occur at regulatory boundaries, not inside the warehouse.
A standard domestic RFP cycle runs four to six weeks. Cross-border RFPs from China require additional buffer.
Critical timing note: Avoid initiating or concluding an RFP during Chinese New Year (late January through mid-February) or National Day Golden Week (October 1–7). Provider response quality drops significantly as staff take extended leave. Conclude at least three weeks before or begin two weeks after these holidays.
Before signing, ensure your contract addresses these cross-border-specific terms:
Five phrases carry real weight in the second half of a selection process, and each one marks a stage where a deal can still be repaired cheaply.
The order matters more than the content. Sellers who negotiate first and evaluate later end up contracting against a description; sellers who run due diligence before the RFP write requirements they can actually enforce. A provider that resists producing a real exception report at the evaluation stage is answering the question for you.
A well-structured RFP produces comparable proposals revealing true capability differences. The ten-section framework, weighted scoring model and contract checklist above surface cross-border competencies that generic templates miss.
